James House is director of the Department of Agriculture’s Office of Small and Disadvantaged Business Utilization, and is responsible for the agency’s small business procurement program. Before his appointment to the USDA, James was the president of Eckenberge Group, a professional services firm that provided marketing assistance to small businesses, large federal prime contractors, state governments and Historically Black Colleges and Universities. James also helped draft the subcontracting provisions of Public Law 95-507.
